New Secretary of State John Kerry Can Be a Strong Leader on US-China Climate Cooperation

On Friday, Senator John Kerry will become the new U.S. Secretary of State. In his confirmation hearing last week, Senator Kerry spoke of climate change and its link to U.S. domestic energy policy. Senator Kerry has been a champion in the fight against climate change for nearly three decades and has shown a deep understanding of the impacts of climate change not only in the U.S. but on communities around the world. Senator Kerry?s knowledge of and commitment to environmental issues will be highly valuable for the cooperation on climate change between U.S. and China ? the two largest energy consumers and carbon dioxide emitters in the world.??

The world desperately needs a coordinated global effort on climate change, and Senator Kerry acknowledged this in his confirmation hearing by stating, ?If we just sit around where we are today, we?re going to have a problem. Because China is soon going to have double the emissions of the United States of America. We?ve got to get those folks as part of this unified effort and I intend to do that.?

This is particularly timely, as Beijing (and much of eastern China) has been blanketed by the worst pollution in recent memory for most of January. One major reason is China?s heavy dependence on coal, which is on path to total the amount consumed by the rest of the world, combined. To some U.S. Republican Senators, however, this is the reason why the U.S. should not act on climate change until China does, because they believe that any domestic efforts will be offset by China?s growing emissions. This is inexcusable. ?

Climate change is a global threat and requires global efforts. The world cannot afford to wait any longer. We have seen the extreme weather events that have cost the U.S. billions of dollars in damage in 2012 alone. This is why we need both action at home and action abroad to combat climate change. I have met Senator Kerry before in Beijing, who was very engaged on climate, energy and environmental issues. I have every confidence that Senator Kerry will act as a strong leader on this critical international issue.

In Vietnam, rage growing over loss of land rights

KIM SON, Vietnam (AP) ? Faced with farmers refusing to give up land for a housing project, Communist Party officials negotiating the deal devised a solution: They went to a bank, opened accounts in the holdouts' names, and deposited what they decided was fair compensation. Then they took the land.

The farmers, angry at the sum and now forced to compete for jobs in a stuttering economy, blocked the main road connecting the capital to northern Vietnam for one day in December. In a macabre gesture, some clambered into coffins. Police who came to break up the demonstration were pelted with rocks. Several people were arrested.

Forced confiscations of land like this one are a major and growing source of public anger against Vietnam's authoritarian one-party government.

Not wishing to abandon the sholom bayis that prevailed during the weeks before elections, the Vishnitzer Rebbe Shlita is working to revitalize the Moetzas Gedolei Hatorah of Agudas Yisrael based on the model of years past. The rebbe feels that it is important to reorganize to permit the admorim to meet and make the critical decisions that impact the tzibur as a unified unit.

The rebbe is sending Rabbi Mordechai Stern to meet with admorim around the country, including Sanz and Belz. After Rav Stern met with the Belzer Rebbe Shlita, the rebbe in a meeting with Yahadut Hatorah members emphasized the importance of such achdus, as was reported by YWN-ISRAEL.

In recent years a number of admorim were niftar, including the Alexander, Moditz, Boston and Sadigura Rebbes ZT?L, as well as the Yeshuos Moshe of Vishnitz ZT?L, who served as head of the Moetzas Gedolei Yisrael. Therefore, the Vishnitzer feels new appointments must be made towards revitalizing the rabbinical body, following the example of HaGaon HaRav Aaron Yehuda Leib Shteinman Shlita who in Av approved new appointments to the Moetzas Gedolei Yisrael of the Degel Hatorah faction.

Baruch Hashem it appears that a genuine effort is underway to bring these two bodies together to permit them to meld into on cohesive unit and set an example of achdus for the Torah tzibur.

Japan canceling $3.58 billion in Myanmar debt

Japan says it is canceling 326.3 billion yen ($3.58 billion) in debt owed by Myanmar to encourage reforms.

A Japanese Embassy statement Wednesday says the move is intended to help Myanmar's efforts in democratization, national reconciliation and economic and social reform.

Myanmar accumulated $8.4 billion in foreign debt during the socialist regime of the late Gen. Ne Win from 1962 to 1988, and $2.61 billion under the military junta that took over in 1988. An elected government took power in 2011.

The World Bank announced Sunday that the Japan Bank for International Cooperation, Japan's overseas development bank, will provide a bridge loan to Myanmar to cover outstanding debt to the World Bank and the Asian Development Bank totaling about $900 million. That will allow them to provide new development loans.

Working to identify early warning signs in juvenile offenders

Jan. 29, 2013 ? Red flags are easy to recognize in the days following a tragic event like a mass shooting. That's why a group of Iowa State researchers is working to identify those early warning signs in juvenile offenders before they turn into a pattern of criminal behavior.

It is often difficult for people to understand what leads to criminal behavior in children or teens. But by the time a juvenile is arrested, or referred to the juvenile court system, the child generally has displayed a pattern of antisocial behavior, said Matt DeLisi, professor of sociology at Iowa State University.

In some extreme cases, DeLisi said children as young as 5 years old are committing crimes. So when that child becomes an adult, he or she may already have a lengthy criminal record. That is why DeLisi, and the team of researchers, wants to understand what contributes to this behavior in order to correct it.

"With onset in criminal careers, the first sign of that problem behavior is an indicator of how severe it will be," DeLisi said. "If you can help them, you save a ton of money and you save a lot of problems. But it's just the issue of correctly identifying them and that raises a bunch of ethical and other issues."

The connection between the onset and the severity is similar to other ways children start to develop, whether it is positive or negative, at an early age.

"If you have someone who is 3, or even 2, and is already reading it would suggest that the person is highly intelligent," DeLisi said. "The reason is because the emergence or the onset of the behavior is usually inversely related to what they will become. The earlier something appears the more special they are or extreme."

With criminal behavior, the onset begins with rule violations, but researchers found a juvenile's first arrest or contact with the police is the strongest indicator of future problems. The study published in the Journal of Criminal Justice included 252 children living in Pennsylvania juvenile detention centers. The offenders ranged in age from 14-18 and on average had committed 15 delinquent acts in the prior year.

Researchers also discovered that children with attention deficit hyperactivity disorder got into trouble at a younger age than other juvenile offenders without ADHD. In fact, their first contact with police happened more than a year prior to other offenders. Youth with conduct disorder were also more likely to be arrested at a younger age. However, researchers urge caution on how the results are interpreted.

"This by no way means that every child with ADHD or conduct disorder will become delinquent or ultimately be arrested. What it does mean is that future work needs to address why some youth with ADHD or conduct disorder become delinquent and others do not," said Brenda Lohman, an associate professor in human development and family studies at Iowa State.

"From a preventive standpoint, this information could then help identify support systems and intervening mechanisms for families and parents, and ultimately decrease rates of antisocial behaviors of children with ADHD or conduct disorder," Lohman said.

In addition to preventive measures, researchers hope to build on this study to better understand the family dynamics that can lead to mental and behavioral issues in children.

"Extensive research indicates that economic hardship has an adverse effect on the well-being of families," said Tricia Neppl, an assistant professor in human development and family studies at Iowa State.

Economic pressures increase the risk for emotional distress, which Neppl said can lead to harsh disciplinary practices. She is working on a study to determine if such hardships, when a child is between the ages of 3 and 5 years old, impact the child's mental health when they are 6 to 13 years old.

"The results suggest that economic adversity influences parental emotional health, marital distress, and hostile parenting which predicts child mental health disorders, such as conduct disorder and ADHD, during later childhood and early adolescence," Neppl said.

As researchers understand more about the connection with antisocial behavior, DeLisi expects there will be an even greater push for intervention and treatment for ADHD and conduct disorder.

"Early interventions are very successful, but they require a lot of investment on the part of people who may be the least willing or able to invest," DeLisi said. Researchers from the University of Pittsburgh and Saint Louis University also contributed to the study.

(AP) ? The execution Tuesday evening of a Texas woman convicted in the gruesome murder of her 71-year-old neighbor will mark the first time in three years that a female inmate has been put to death in the U.S.

Kimberly McCarthy, 51, was sentenced to death for the 1997 robbery, beating and fatal stabbing of retired college psychology professor Dorothy Booth. Investigators say Booth had agreed to give McCarthy a cup of sugar before she was attacked with a butcher knife at her home in Lancaster, about 15 miles south of Dallas.

It was among three slayings linked to McCarthy, a former nursing home therapist who'd been addicted to crack cocaine.

McCarthy will be the 13th woman executed in the U.S. and the fourth in Texas, the nation's busiest death penalty state, since the Supreme Court allowed capital punishment to resume in 1976. In that same time period, more than 1,300 male inmates have been executed nationwide.

Federal Bureau of Justice Statistics compiled from 1980 through 2008 show women make up about 10 percent of homicide offenders nationwide. According to the NAACP Legal Defense Fund, 3,146 people were on the nation's death rows as of last Oct. 1, and only 63 ? 2 percent ? were women.

McCarthy's lawyers, hours before her scheduled lethal injection, asked a Dallas County court to halt the punishment, arguing McCarthy was the subject of racial discrimination in jury selection. Eleven whites and only one black served on the panel that convicted her. McCarthy is black.

University of Texas law professor Maurie Levin had made the same request in a letter Friday to Dallas County District Attorney Craig Watkins, who rejected it.

The U.S. Supreme Court earlier this month refused to review her case, and the Texas Board of Pardons and Paroles turned down a clemency request Friday.

McCarthy's lead trial attorney, Doug Parks, said drug use was her downfall.

"I think when she's off dope, she's probably a pretty good person," he said. "I believe now, as I did then, that in the penitentiary, Kim would be absolutely no danger to anyone."

McCarthy declined to speak with reporters as her execution date neared.

Evidence showed that McCarthy called Booth to borrow a cup of sugar. When she came to pick it up, McCarthy attacked Booth, including forcing the woman's hand to a chopping block so she could cut off her finger to remove her wedding ring.

Blood DNA evidence also tied McCarthy to the December 1988 slayings of 81-year-old Maggie Harding and 85-year-old Jettie Lucas. Harding was stabbed and beaten with a meat tenderizer, while Lucas was beaten with both sides of a claw hammer and stabbed.

McCarthy, who denied any involvement in the attacks, was indicted but not tried for those slayings.

"She took the most defenseless, the most helpless people, people that trusted her, that she chose to attack," Greg Davis, the former Dallas County assistant district attorney who prosecuted her, said last week.

Prosecutors also showed that McCarthy stole Booth's Mercedes and drove to Dallas, pawned the ring for $200 and then went to a crack house to buy cocaine. Evidence also showed she used Booth's credit cards at a liquor store and was carrying Booth's driver's license.

Booth's DNA was found on a 10-inch butcher knife recovered from McCarthy's home.

McCarthy blamed the crime on two drug dealers she identified only as "Kilo" and "J.C." There was no evidence to show either existed.

She was tried twice for Booth's slaying, most recently in 2002. Her first conviction in 1998 was thrown out three years later by the Texas Court of Criminal Appeals, which ruled police violated her rights by using a statement she made to them after asking for a lawyer.

McCarthy is a former wife of Aaron Michaels, founder of the New Black Panther Party, and he testified on her behalf. They had separated before Booth's slaying.

McCarthy is among 10 women on death row in Texas, but the only one with an execution date.

In 1998, Karla Faye Tucker, 38, became the first woman executed in Texas since the Civil War for a robbery in Houston where two people were killed with a pickax. Two years later, a 62-year-old great-grandmother, Betty Lou Beets, received lethal injection for the slaying of her fifth husband in northeast Texas to collect insurance and pension benefits. And in 2004, Frances Newton, 40, was executed for the 1987 slayings of her husband and two children in Houston.

At least eight male Texas prisoners have executions scheduled in the coming months.

Portfolio Diversification: Your Key to SuccessWhile the bulls appear to be in control at this time, you cannot let your guard down.

In my view, a critical investment strategy is the concept of asset allocation, diversification, and the addition of small-cap stocks to maximize the expected return of your portfolio. (Read ?How to Supercharge Your Portfolio.?)

The concept of asset allocation should be a key part of any prudent investment strategy.

Asset allocation is simply the mix of assets in your portfolio; assets are divided into three major classes?cash, fixed income, and equities. Too many equities, and you?re vulnerable to selling. Too much cash, and you could miss out on a stock market rally. If you had excess cash over the past six months, you would have missed out on some nice gains.

As the macro and micro factors change, you should rebalance your asset mix and modify your investment strategy. Put options should be used as a hedge against weakness.

The more risk, the higher the expected rate of return; albeit, in reality, this is not always the case. For instance, adding penny stocks and micro-cap stocks as part of your investment strategy adds growth potential to your total portfolio return, but it also increases the risk.

The proportion of each asset class within your portfolio is dependent on your individual risk and investment strategy. The more risk-averse investors or those who are nearing retirement age may want a higher mix of fixed income/cash; these investors will also want to steer clear of too much equity. Together, this makes for a practical investment strategy. On the other hand, risk-tolerant or younger investors may want to take a more aggressive approach and maintain a higher mix of equities in conjunction with less fixed income/cash as part of their investment strategy.

A general rule for asset allocation is that the weighting of the fixed income portion as a percentage of your total portfolio should approximate your age.

Let?s say you are 25 years old. Under this scenario, a prudent investment strategy could see you have about 25% of your assets in fixed income and up to 75% in equities. And on the other end of the spectrum, a 50-year-old entering the final phase of his or her working life should have a conservative 50% weighting in fixed income securities. And of course, a person at the retirement age of 65 should have a minimum of 65% in fixed income.

Keep in mind that this rule should only be used as a guideline and is not meant to be conclusive.

Prudent asset allocation in an investment strategy attempts to achieve the highest rate of return given the risk. The most basic of investing is to understand how to create an appropriate blend of equity, fixed income, and cash.

To determine your risk profile, you should first understand your investment personality.

Investors range from the ultra conservative investor who wants to sleep at night to the highly aggressive speculator who thinks of the stock market as a roll of the dice.

It is critical you stay within your risk boundaries if you are conservative. For example, if you tend to get jittery when the stock market gyrates, focus on blue chips and big-cap stocks.

Asset allocation is often dependent on your age; but in reality, understanding each person?s risk profile is also very important. The only rule that generally applies is that the older you get, the less exposure to equities you should have, as you don?t want to risk your life savings for a hot tip from your barber?which is not a good investment strategy.

The bounty case essentially is over, but bits and pieces of evidence continue to surface.

More than a few bits and pieces have come from the disclosure of a significant portion of the appeal hearing testimony from former Saints interim head coach and current linebackers coach Joe Vitt.

Among many other things, Vitt?s testimony before former Commissioner Paul Tagliabue sheds light on some of the contentious aspects of the relationship between the league office and the organization.? Vitt says that, at one point, Saints owner Tom Benson told NFL V.P. of security Jeff Miller to leave the premises.

?Jeff Miller took a plane ride from New York down to New Orleans, and the way he talked to our owner, what he said to our owner made me want to throw up, to the point where Mr. Benson kicked him off the property and didn?t let him back on the property,? Vitt said, via the New Orleans Times-Picayune.

?This almost killed our owner.? Our owner has done nothing but be a great owner in the National Football League the whole time he?s been in the league. . . .? And now this guy takes a plane ride down and throws some documents in front of our owner?s face, and our owner has got to kick him out of the building?? That?s what we?re dealing with.? That?s fine.?

Vitt also explained that, even though notes generated by former Saints assistant Mike Cerullo indicated that Vitt had offered $5,000 to the alleged bounty on former Vikings quarterback Brett Favre, Miller didn?t believe it happened.

?The investigators, Jeff Miller in particular, acknowledged that I did not give any money to a bounty because he said to me, you know, we heard that your wife is so cheap that you have a hard time getting lunch money every day,? Vitt said.? ?That was his comment to me.? And I said, well, your wife must have a pretty good sense of humor, too, with the clothes you?re wearing right now.?

Vitt also had some strong comments for Cerullo.

?Mike Cerullo is a liar,? Vitt said. ?We?ll get some notes here from Mr. Cerullo. I?ll say this to you, Commissioner, and anybody that?s interested. I?m taking Mike Cerullo to court.? I?m going to sue his ass for the things he said about me, the things he said about this football team.? He?s going to be held accountable for everything he said. I make this offer again.? If we want me to take a lie detector test this afternoon, I will do so.? Or if you want me to do it tomorrow morning or tomorrow afternoon, I will do so. Mike Cerullo is a liar.? A liar.?

Vitt also talked at length regarding coach Sean Payton?s decision after the 2011 season to part ways with defensive coordinator Gregg Williams.? Payton began to sour on Williams after the head coach caught Williams texting draft picks to the media during the 2011 selection process.

?I would say the final straw was the last two weeks of the season,? Vitt said.? ?Gregg kept coming to Sean every day and wanted his contract extension and wanted his extension done.? And Sean said, well, we?ll talk about it at the end of the season, well knowing what direction Sean was going in.? And the last week of the season, it?s all in the papers, you know, Gregg has gone to St. Louis, it?s his best friend Jeff Fisher, you know, ba-boom, ba-boom, ba-boom, trying to squeeze Sean, trying to squeeze Mickey to get his contract.? And the day after the playoff game that we lost against San Francisco, he went into Sean?s office and says I need to know right now, I need my contract, I?ve got to let Jeff know what I?m doing.? And Sean said, you?re not going to get a contract here.? I think it?s best go to St. Louis with your friend Jeff. And that was it. . . .? It didn?t end pretty. It didn?t end nice.?

There isn?t much nice or pretty about Vitt?s testimony, but it?s compelling and interesting and he has the kind of passion that typically is exhibited by a guy who has been accused of things he didn?t do.

Utah GOP lawmakers laud sheriffs? stand on gun rights

Legislature ? Democratic leader questions whether focus on gun rights eclipses other constitutional rights.

Rep. Curt Oda asked a signatory to the Utah Sheriffs? Association to read aloud that group?s letter to President Barack Obama during a committee hearing Tuesday that declared it would stop any attempts by federal agents to seize guns from Utah residents.

Millard County Sheriff Robert Dekker read the letter that said the group of 28 of 29 county sheriffs ? in defense of the Second Amendment ? were "prepared to trade our lives for the preservation of its traditional interpretation."

Oda, a Republican from Clearfield, said he expected the House Law Enforcement and Criminal Justice Committee would support the "courage" of the letter that drew unabashed support from about 1,500 who gathered on the Capitol Steps Jan. 19 for Gun Appreciation Day while drawing derision from Salt Lake County Sheriff Jim Winder.

"I can almost recite it by heart," said Oda, known for his vocal support of gun rights.

But Minority Leader Jennifer Seelig said she simply couldn?t back the letter?s message.

Seelig, a Democrat from Salt Lake City, was at Trolley Square Feb. 12, 2007, when a gunman entered the mall and killed five people while wounding four others. She was getting her nails done at a salon when she heard the gunshots and had to hide in a storage closet before a swat team killed Sulejman Talovic during the young man?s shooting spree.

Seelig made mention of her experience at Trolley Square ? making sure to thank the sheriff for doing his job and specifically thanking the police at the massacre.

But she felt the letter went too far.

"I am curious about other constitutional rights and how that would fit into your weighing of this issue ? like property rights and the supremacy clause," Seelig said.

But Rep. Paul Ray, R-Clearfield, said he was grateful for the sheriffs? stance on guns.

"That was a risk on your part and I appreciate it," Ray said.

The issue of firearms is expected to be a hot issue this legislative session in the wake of Obama?s proposals to require tougher background checks, reduce magazine capacity on guns and ban assault weapons.

There is a measure being proposed to make Utah just one of a handful of so-called constitutional carry states where a concealed weapon permit isn?t needed to be in possession of a gun. And a freshman lawmaker, Rep. Brian Greene, R-Pleasant Grove, will introduce a bill that would grant sheriffs the ability to arrest federal authorities attempting to take guns from Utah residents.

The letter, in fact, warns that "no federal official will be permitted to descend upon our constituents and take from them what the Bill of Rights ? in particular Amendment II ? has given them."

But Dekker was less confrontational in front of the committee.

"We?re not going to be standing at the border with our rifles," he said.

Obama?s proposals, which would require congressional approval to take effect, do not call for a retroactive ban or confiscation of firearms that are currently legal.

Grand jury wanted to indict JonBenet Ramsey's parents

A grand jury believed there was enough evidence in 1999 to indict John and Patsy Ramsey on charges relating to the still-unsolved killing of their beauty queen daughter JonBenet Ramsey, ABC News sources say.

Six-year-old JonBenet was found dead in the basement of her family's upscale Boulder, Colo., home Christmas Day 1996. Suspicion fell on her parents, John and Patsy Ramsey, but they insisted an intruder was to blame and they were never prosecuted.

In an interview with ABC News' Barbara Walters after her death, both of the girl's parents denied that they had killed her. They were eventually cleared by prosecutors.

After meeting for more than a year, a grand jury found sufficient evidence to indict the couple on charges of child abuse resulting in death, as first reported Sunday by the Boulder Daily Camera newspaper and confirmed by two separate sources by ABC News.

"This grand jury, in effect, came up with a compromise finding, 'No, it's not murder,' but, 'Yes, we think they were responsible' for the death based on abuse," ABC News legal analyst Dan Abrams said.

But District Attorney Alex Hunter refused to sign off on the grand jury's decision, saying there was too little proof.

"I and my prosecution task force believe we do not have sufficient evidence to warrant the filing of charges against anyone who has been investigated at this time," Hunter said then.

Hunter believed a conviction would be impossible. Abrams said that he agrees with the decision.

"I've seen the majority of the case files and I think Alex Hunter made the right call," he said. "I think there simply was not enough evidence to move forward."

Patsy Ramsey died in 2006 after a battle with ovarian cancer. John Ramsey remarried. His attorney told ABC News that Hunter is "a hero who wisely avoided a miscarriage of justice."

The case is still officially open but, as in 1996, investigators seem no closer to solving the crime this year, when JonBenet would have turned 23.

With his performance against Donald Cerrone on Saturday night, Anthony Pettis made a believer out of many fight fans. One of those who now thinks Pettis belongs in the title shot conversation is UFC president Dana White.

While the next bout for UFC lightweight champion Benson Henderson is set with Strikeforce champion Gilbert Melendez in April, Pettis has set himself up as the obvious next man up.

"I think the Melendez fight is pretty set, but (Pettis is) next. I can't say enough things about the kid tonight. That was incredible," White said in the postfight press conference.

The last time Pettis had a title shot, he had a wrench thrown into the plans. Pettis won the WEC lightweight belt in the promotion's final fight. A title shot was promised to whoever had the belt when the WEC merged with the UFC.

But two weeks after Pettis won the belt, Frankie Edgar and Gray Maynard faced off for the belt. They fought to a draw and Edgar kept the belt, but Maynard was given an immediate rematch.

Instead of waiting for the title shot then, Pettis fought Clay Guida. He lost a decision, and the title shot was gone. This time, he's not going to let the title shot slip through his hands.

"If it's a guaranteed title shot, then I'm waiting. That was my goal this year, and I'm definitely going to wait and get better," Pettis said.

The way title shots have been going in the UFC, there's no way to know if Pettis is making the right call. However, what Pettis is doing is setting himself up as the go-to guy if the UFC needs him. Melendez has had to postpone fights because of injuries in the past, and you never know what could happen as fighters prepare for their bouts.

France: Islamists could rise in Syria

PARIS (Reuters) - France's foreign minister said on Monday Syria risks falling into the hands of Islamist militant groups if supporters of the Syrian opposition do not do more to help it in a 22-month-old revolt against President Bashar al-Assad.

Addressing the opening of a conference in Paris with senior members of the Syrian National Coalition, Laurent Fabius said the meeting must focus on making the opposition politically and militarily cohesive to encourage international assistance.

"Facing the collapse of a state and society, it is Islamist groups that risk gaining ground if we do not act as we should," he said. "We cannot let a revolution that started as a peaceful and democratic protest degenerate into a conflict of militias."

Western concern over the growing strength of jihadist militants fighting autonomously in the disorganized ranks of anti-Assad rebel forces is rising. This has hindered international aid to the moderate Syrian National Coalition opposition and may push it more into the arms of conservative Muslim backers, diplomatic sources say.

The meeting, which brought together Western and Arab nations and the three vice-presidents of the coalition, aims to tackle the lack of cohesion that has led to broken promises of aid.

Coalition vice-president Riad Seif said "time is not on our side" and that the opposition no longer wanted pledges of support that would not be followed through on.

"We need an interim or transitional government to provide assistance to millions of Syrians in liberated zones and to help bring the collapse of the (Assad) regime," he said.

"From the beginning we said we should be based in Syria, but so far we haven't received any money to run a government."

HALF A BILLION DOLLARS

Since its formation in November, the coalition has failed to gain traction on the ground in Syria and its credibility has been undermined by its inability to secure arms and cash.

Seif said the coalition lacked the financial or military means to set up within Syria and support civilians on the ground. "We are looking with our friends at how we can protect the liberated zones with defensive weapons and we are discussing how to get billions of dollars to create a budget," he said.

"But if we don't have this budget there is no point having a government. It makes no sense."

George Sabra, another coalition vice-president, said the coalition needed at least $500 million to launch a government.

But its disunity - it failed last week to form a transitional government [ID:nL6N0AQ0RX] - has deterred the West from boosting assistance, especially sophisticated arms and ammunition insurgents are crying out for.

"We also need weapons. We needed them from the first minute," Sabra said. "At the last meeting of Friends of Syria, they recognized our rights to defend ourselves. (But) what does that mean if we cannot provide help to victims?"

The insurgents have seized territory in the north and east of Syria, including several border crossings, and made some inroads into Assad's dominance in major cities. But Assad's air power and far superior weaponry have limited rebel advances.

France said last week there was no sign Assad was about to be overthrown, reversing previous statements that he could not hold out long, while Jordan's King Abdullah said the authoritarian Syrian leader would consolidate his grip for now.

Fabius said the Paris meeting had three objectives: to address the needs of the vulnerable Syrian population, pursue internal structuring, bring opposition fighting units of the Free Syrian Army under its political authority and prepare the post-Assad transition.

However, he sidestepped the question of arming the rebels, underlining the wariness of Western countries about spreading weapons to Islamists in Syria and across the volatile region.

The European Union is set to review its arms embargo on Syria at the end of February.

Real angry birds 'flip the bird' before a fight: Biologists use robots to study attacks of male swamp sparrows

Jan. 28, 2013 ? Male sparrows are capable of fighting to the death. But a new study shows that they often wave their wings wildly first in an attempt to avoid a dangerous brawl.

"For birds, wing waves are like flipping the bird or saying 'put up your dukes. I'm ready to fight,'" said Duke biologist Rindy Anderson.

Male swamp sparrows use wing waves as an aggressive signal to defend their territories and mates from intruding males, Anderson said. The findings also are a first step toward understanding how the birds use a combination of visual displays and songs to communicate with other males.

Anderson and her colleagues published the results online Jan. 28 in the journal Behavioral Ecology and Sociobiology.

Scientists had assumed the sparrows' wing-waving behavior was a signal intended for other males, but testing the observations was difficult, Anderson said. So she and her co-author, former Duke engineering undergraduate student David Piech ('12), built a miniature computer and some robotics, which the team then stuffed into the body cavity of a deceased bird. The result was a 'robosparrow' that looked just like a male swamp sparrow, which could flip its wings just like a live male.

Anderson took the wing-waving robosparrow to a swamp sparrow breeding ground in Pennsylvania and placed it in the territories of live males. The robotic bird "sang" swamp sparrow songs using a nearby sound system to let the birds know he was intruding, while Anderson and her colleagues crouched in the swampy grasses and watched the live birds' responses. She also performed the tests with a stuffed sparrow that stayed stationary and one that twisted from side to side. These tests showed that wing waves combined with song are more potent than song on its own, and that wing waves in particular, not just any movement, evoked aggression from live birds.

The live birds responded most aggressively to the invading, wing-waving robotic sparrow, which Anderson said she expected. "What I didn???t expect to see was that the birds would give strikingly similar aggressive wing-wave signals to the three types of invaders," she said. That means that if a bird wing-waved five times to the stationary stuffed bird, he would also wing-wave five times to the wing-waving robot.

Anderson had hypothesized that the defending birds would match the signals of the intruding robots, but her team's results suggest that the males are more individualistic and consistent in the level of aggressiveness that they want to signal, she said.

"That response makes sense, in retrospect, since attacks can be devastating," Anderson said. Because of the risk, the real males may only want to signal a certain level of aggression to see if they could scare off an intruder without the conflict coming to a fight and possible death.

Still, the risk of severe injury or death didn't keep the studly males from swooping in and clawing at the robotic intruder, whether it wing-waved or not. "It's high stakes for these little birds. They only live a couple of years, and most only breed once a year, so owning a territory and having a female is high currency," Anderson said.

She and her team had planned to test how the sparrows use wing waves combined with a characteristic twitter called soft-song to show aggression and fend off competition. But the experiment may be on hold indefinitely because robosparrow's motor seems to be burned out, and its head was ripped off in an attack, a true fight to the death.

(AP) ? The maker of the BlackBerry smartphone is promising a speedier device, a superb typing experience and the ability to keep work and personal identities separate on the same phone. It's the fruit of a crucial, long-overdue makeover for the Canadian company.

Thorsten Heins, chief executive of Research In Motion Ltd., will show off the first phone with the new BlackBerry 10 system in New York on Wednesday. A marketing campaign that includes a Super Bowl ad will accompany the long-anticipated debut. Repeated delays have left the once-pioneering BlackBerry an afterthought in the shadow of Apple's trend-setting iPhone and Google's Android-driven devices.

Now, there's some optimism. Previews of the software have gotten favorable reviews on blogs. Financial analysts are starting to see some slight room for a comeback. RIM's stock has nearly tripled to $16.18 from a nine-year low in September, though it's still nearly 90 percent below its 2008 peak of $147.

Most analysts consider a BlackBerry 10 success to be crucial for the company's long-term viability.

"The old models are becoming obsolete quickly," BGC Financial analyst Colin Gillis said. "There is still a big user base but it's going to rotate off. The question is: Where do they rotate to?"

The BlackBerry, pioneered in 1999, has been the dominant smartphone for on-the-go business people. Corporate information-technology managers like the phones because they're relatively secure and easy to manage. Many employees loved them because of physical keyboards that were easier to type on than the touch-screen iPhone. President Barack Obama couldn't bear to part with it when he took office. Oprah Winfrey declared it one of her "favorite things." People got so addicted that the device was nicknamed "the CrackBerry."

The BlackBerry began to cross over to consumers. But when the iPhone came out in 2007, it showed that phones can do much more than email and phone calls. They can play games, music and movies. Android came along to offer even more choices. Though IT managers still love BlackBerrys, employees were bringing their own devices to the workplace ? a trend Heins acknowledged RIM was slow to adapt to.

Suddenly, the BlackBerry looked ancient.

Even as BlackBerry sales continued to grow in many parts of the world, many BlackBerry users in North America switched to iPhones and Android devices. BlackBerry's worldwide subscriber based peaked at 80 million in the quarter that ended Sept. 1, before dropping to 79 million in the most-recent quarter. In the U.S., according to research firm IDC, shipments of BlackBerry phones plummeted from 46 percent of the market in 2008 to 2 percent in 2012. Most phones in use today are either iPhones or Android devices.

RIM promised a new system to catch up, using technology it got through its 2010 purchase of QNX Software Systems. RIM initially said BlackBerry 10 would come by early 2012, but then the company changed that to late 2012. A few months later, that date was pushed further, to early 2013, missing the lucrative holiday season. The holdup helped wipe out more than $70 billion in shareholder wealth and 5,000 jobs.

Although executives have been providing a glimpse at some of BlackBerry 10's new features for months, Heins will finally showcase a complete system at Wednesday's event. Devices will go on sale soon after that. Prices have not yet been announced.

RIM redesigned the system to embrace the multimedia, apps and touch-screen experience prevalent today.

"Historically there have been areas that have not been our strongest points," Rick Costanzo, RIM's executive vice president of global sales, said in an interview. "Not only have we caught up, but we may even be better than some of the competition now."

Costanzo said "no one else can touch" what RIM's new system offers.

The new operating system promises better multitasking than either the iPhone or Android. Simply swipe a finger across the phone's display screen to switch to another program.

All emails and notifications from such applications as Twitter and Facebook go to the BlackBerry Hub, a nerve center accessible with a finger swipe even if you have another application open. One can peek into it and open an email, or return to the previous application without opening the email.

"You are not going in and out of applications; you're flowing through applications with one simple gesture of your finger," Costanzo said. "You can leave applications running. You can effortlessly flow between them. So that's completely unique to us."

That said, multitasking will still be limited. If you're watching a video, it will still run while you check for email. But it will pause if you decide to open an email and resume when you are done.

The BlackBerry's touch-screen keyboard promises to learn a user's writing style and suggest words and phrases to complete, going beyond typo corrections offered by rivals. See the one you want, and flick it up to the message area. Costanzo said that "BlackBerry offers the best keyboard, period."

Gus Papageorgiou, a Scotiabank financial analyst who has tried it out, agreed with that assessment and said the keyboard even learns and adjusts to your thumb placements.

The first BlackBerry 10 phone will have only a touch screen. RIM has said it will release a version with a physical keyboard soon after that. That's an area RIM has excelled at, and it's one reason many BlackBerry users have remained loyal despite temptations to switch.

Another distinguishing feature will be the BlackBerry Balance, which allows two personas on the same device. Businesses can keep their data secure without forcing employees to get a second device for personal use. For instance, IT managers can prevent personal apps from running inside corporate firewalls, but those managers won't have access to personal data on the device.

With Balance, "you can just switch from work to personal mode," Papageorgiou said. "I think that is something that will attract a lot of people."

RIM is also claiming that the BlackBerry 10's browser will be speedy, even faster than browsers for laptop and desktop computers. According to Papageorgiou, early, independent tests between the BlackBerry 10 and the iPhone support that claim.

Regardless of BlackBerry 10's advances, though, the new system will face a key shortcoming: It won't have as many apps written by outside companies and individuals as the iPhone and Android. RIM has said it plans to launch BlackBerry 10 with more than 70,000 apps, including those developed for RIM's PlayBook tablet, first released in 2011. Even so, that's just a tenth of what the iPhone and Android offer. Papageorgiou said the initial group will include the most popular ones such as Twitter and Facebook. But RIM will have to persuade others to make a BlackBerry version, when they are already struggling to keep up with both the iPhone and Android.

Like many analysts, Papageorgiou recently upgraded RIM's stock, but cautioned that longtime BlackBerry users will have to get used to a whole new operating system.

He said RIM can be successful if about a third of current subscribers upgrade and if the company can get 4 million new users overseas, especially in countries where the BlackBerry has remained popular. IDC said smartphone shipments grew 44 percent in 2012. If those trends continue, it will be possible for the BlackBerry to grow even if iPhone and Android users don't switch.

"This doesn't have to be the best smartphone on the planet to be a success for RIM," he said. "I think the big question though is, if it fails, is it just too late? Are the other two ecosystems just so advanced that no one can catch up? That's a big risk."

Amazon.com posts lower 4Q net income

(AP) ? Amazon.com says its fourth-quarter net income fell 45 percent, as higher revenue failed to keep pace with increased spending on order fulfillment and digital content.

Revenue, along with revenue guidance for the current quarter, missed Wall Street's expectations ? but investors still sent the world's top online retailer's stock up more than 10 percent in after-hours trading.

"It boggles the mind," said BGC Financial analyst Colin Gillis, who attributed the stock price jump to slightly stronger-than-expected operating income. "A lot of people scratch their head at the valuation given to Amazon and the support the stock has."

Amazon.com Inc. said Tuesday that it earned $97 million, or 21 cents per share, in the October-December period. That's down from $177 million, or 38 cents per share, in the same period a year earlier.

Revenue for the crucial holiday quarter grew 22 percent to $21.27 billion from $17.43 billion.

Analysts had expected earnings of 28 cents per share on revenue of $22.26 billion, according to a poll by FactSet.

Amazon said operating income increased 56 percent to $405 million from $260 million in the fourth quarter of 2011.

"We're now seeing the transition we've been expecting," said Jeff Bezos, founder and CEO, in a statement. "After five years, eBooks is a multi-billion dollar category for us and growing fast ? up approximately 70 percent last year."

For the current quarter, Amazon expects revenue of $15 billion to $16.6 billion. Analysts had expected revenue of $16.86 billion.

The company has been investing a lot of its income into enhancing its distribution network and its Kindle business as part of a long term growth plan.

Seattle-based Amazon's shares rose $27.10, or 10.4 percent, to $287.45 in after-hours trading. The stock had closed down $15.69, or 5.7 percent, at $260.35.

State Racing and Wagering Board lawyer Rob Williams will be asked to don another hat and run the new gaming commission for awhile, a Cuomo administration source said on Tuesday.

Williams, who is already acting director of the Division of the Lottery and who has been serving in the executive chamber, will be acting director of the new body to oversee all legal gambling, racing and lottery operations statewide.

The source also confirmed a report on Tuesday in Bloodhorse that Gov. Andrew Cuomo has chosen two gaming commission board members: John Poklemba, a former administrator in Gov. Mario Cuomo?s administration, and Todd Snyder, a financial industry professional who has helped Gov. Andrew Cuomo in finding ways to cut cost of state employee benefits.

The New York Gaming Commission is supposed to have seven commissioners paid $300 per meeting. So the appointees, two from the Legislature and five from the governor, will go to people not looking for full-time work or full-time paychecks. Poklemba formerly served as the state?s director of criminal justice. He also went on to be a lobbyist for police.

Snyder was used by Andrew Cuomo?s administration to help find ways to trim health care costs, particularly for retirees, given his experience in developing deals with United Airlines and General Motors. He is with Rothschild Inc.
