A glance at Kremlin's top foe, Alexei Navalny

KIROV, Russia (AP) ? Alexei Navalny, an obscure adviser to a provincial governor just four years ago, shot up to become the Kremlin's public enemy No.1. The web-savvy 36-year-old lawyer overcame a state-imposed national media blackout and minimal funds by exploiting his blog and Twitter account to reach hundreds of thousands of Russians.

Navalny went on trial Wednesday in Kirov on embezzlement charges but was granted an adjournment for more time to prepare. Navalny, the opposition's most popular and charismatic figure, says the charges were fabricated on President Vladimir Putin's orders. Here's a glance at his campaigns which provoked official wrath.

CORRUPTION INVESTIGATIONS:

Navalny first made a name for himself in 2009 by buying minority stakes in state-run companies and using his shareholder status to obtain internal documents. He then posted them on his blog, accusing officials of stealing more than $150 million from the state-controlled VTB bank and a staggering $4 billion from the oil pipeline operator Transneft.

His findings and rapier-like wit won Navalny a large network of followers, which he tapped for crowd-funding of his Foundation for Fighting Corruption. Its targets range from lawmakers who order luxury cars at taxpayers' expense to local officials slow to fix potholes. Navalny's document-based investigations have filled a gap in Russia, where investigative journalism has been severely limited by censorship and attacks on reporters.

KREMLIN'S PARTY:

While Putin still enjoys approval ratings that would be the envy of any Western leader, the Kremlin-run United Russia party, which includes the bureaucracy nationwide, has been widely despised for corruption, nepotism and inefficiency.

Navalny seized on that anger with a campaign to brand United Russia as "the party of crooks and thieves" and urged his followers to vote for any other of the parties running in the December 2011 parliamentary elections. United Russia ended up with its worst result ever and had to rely on massive vote-rigging ? documented by independent observers ? to retain its majority in parliament.

PROTEST MOVEMENT:

The egregious ballot fraud in the 2011 parliamentary vote triggered a series of massive street protests in Moscow that attracted up to 100,000 demonstrators who opposed Putin's return to the presidency. Navalny rose to rock star status, electrifying crowds by chanting "We are the power!" and claiming that "we have enough people to seize the Kremlin."

Some said, however, that Navalny missed his chance by failing to enter the 2012 presidential race and focusing instead on promoting an election to an opposition alternative parliament that quickly fizzled into irrelevance.

After Putin won a third presidential term in March 2012, the Kremlin responded to the opposition with a series of searches and arrests of activists, a package of repressive laws that hiked fines 150-fold for participants in unsanctioned protests and tight new restrictions on non-government organizations.

ASSETS EXPOS?S:

After a year of dashed hopes and still-born campaigns, Navalny has scored with a recent series of expos?s about undeclared foreign assets of top officials and lawmakers:

Alexander Bastrykin, the head of the powerful state Investigation Committee, struggled to respond to documents released by Navalny that showed that he had unregistered real estate in the Czech Republic, as well as a legal firm which allegedly had failed to pay taxes. Bastrykin, whose agency spearheaded the ongoing crackdown on the opposition, hasn't concealed his personal enmity against Navalny.

Vladimir Pekhtin, the head of the ethics commission in the lower house of parliament, resigned after Navalny blogged about Pekhtin's luxury property holdings in Miami Beach.

Vitaly Malkin, an upper house member, also resigned after Navalny published documents showing that Malkin owned undeclared business assets in Canada and had an Israeli passport though Russian law bans officials and lawmakers from having foreign citizenship.

Apple And Google's App Stores Now Neck And Neck ? Except On The Metric That Matters Most To Developers: Revenue

app-storesOn nearly all fronts, Apple’s App Store and Google’s Android marketplace, Google Play, are essentially tied. Apple offers some 800,000+ apps, Google claims 700,000 officially, but third-party reports peg it much higher. Google Play is also now growing at a faster rate than iOS’s App Store, in both downloads and revenues. And Google Play reached close to 90 percent of the iOS App Store downloads in Q1 2013. But there’s one area where Google isn’t winning yet: revenue. According to a new report from app analytics firm App Annie, the iOS App Store has maintained its lead in terms of monetization, earning around 2.6 times more revenue in the last quarter. During the holiday season – when users are receiving, activating and then filling new smartphones and tablets with apps – that lead was even higher, with iOS generating roughly four times more revenue. The U.S. and Japan are leading the revenue drive in Apple’s App Store, though that could change in the near-term. Last year, China had barely cracked the top 10 here, says App Annie. Today, it’s ranked number four in terms of revenue. Games are not just a part of the reason for that – they’ve grown to account for nearly 90 percent of China’s iOS revenue in Q1 – the highest percentage across all countries, including the U.S. Meanwhile, in Google Play, revenue-leading countries on the charts include, in order, Japan, South Korea, U.S., U.K. and Germany. The top three account for 70 percent of worldwide revenue, says App Annie. Games, again, drive the dollars, accounting for 95 percent of South Korea’s share, and over 90 percent of Japan’s revenue. Though there are discrepancies, App Annie’s figures, in general, are backed up by findings from earlier this month from analysts at Canalys. The firm noted that Apple’s App Store accounted for the largest indexed proportion of revenue between the four top app stores at around 74 percent, while the Google Play store led in terms of downloads, at around 51 percent of the stores’ collective total. 9 gunmen die in Somali court attack; toll at 16

MOGADISHU, Somalia (AP) ? Nine al-Shabab militants, most wearing suicide vests, stormed Somalia's main court complex on Sunday while the Supreme Court was in session, firing a barrage of bullets during a running gun battle with security forces that lasted two hours, officials said. A preliminary death toll stood at 16, including all nine attackers.

The assault was the most serious in the city since al-Shabab militants were forced out of the capital in August 2011. Al-Shabab controls far less territory today than in years past, and its influence appears to be on the decline, but Sunday's attack proved the militants are still capable of pulling off well-planned and audacious assaults.

The attack on the Supreme Court complex began at around 12:30 p.m., sparking running battles with police and army forces. Two bomb blasts were heard and gunmen were seen on a court building roof firing shots, an Associated Press reporter at the scene said. Police officer Hassan Abdulahi said he saw five dead bodies lying at the entrance to the court.

The militants took an unknown number of hostages during the siege. Many other government workers and civilians in the court complex ? a confusing labyrinth of buildings and rooms ? hid while fearing for their lives.

Western officials knew militants had been planning something major. The British Foreign Office on Friday released a travel warning for Somalia that warned of a high threat of terrorism. "We continue to believe that terrorists are in the final stages of planning attacks in Mogadishu," it said.

The complex and sustained nature of the assault on the court system suggested militants hoped to inflict severe casualties. Later, a suicide car bomber rammed a vehicle carrying Turkish citizens.

On a Twitter feed believed to belong to the militants, al-Shabab appeared to take credit for the attack. A posting said five militants from the "Martyrdom Brigade" took part in the "daring" attack.

Interior Minister Abdikarim Hussein Guled said nine militants attacked the court complex, and that six of them detonated suicide vests. Three others were shot and killed during the assault, he said. Guled said he couldn't immediately provide an overall death toll that included government officials and civilians.

Prime Minister Abdi Farah Shirdon said the "pointless and pathetic act" would have no effect on the government's commitment to progress. President Hassan Sheikh Mohamud said Somalia is moving forward but the enemy of Somalia and "of all mankind" is trying to prevent the country from prospering.

"I want the terrorist to know that our country, Somalia, is moving and will keep moving forward and will not be prevented to achieve the ultimate noble goal, a peaceful and stable Somalia, by a few desperate terrorists," Mohamud said.

Ugandan troops stationed in Mogadishu as part of the African Union force arrived at the scene and began taking up sniper positions on rooftops.

The Supreme Court was in session and the court's chief justice may have been the target of the assault, said a Western official who had been speaking to Somali officials. The official spoke on condition he wasn't identified because he wasn't authorized to release the information.

The gunmen took hostages in the complex's main courtroom and forced their way into other rooms in the complex, said another police officer, Abdinasir Nor. The number of hostages wasn't immediately known.

The court complex is a confusing maze of buildings and rooms, allowing for plenty of places to hide but also for many places for gunmen to take hostages. The armed men forced their way inside the complex and immediately set off an explosion, said Yusuf Abdi, who was near the court when the attack happened.

About two hours after the assault began, survivors of the attack began coming out of the court complex. Some were crying and others held their heads in their hands.

"I never expected to make it out alive today," said Halima Geddi, who fled the court complex about two hours after the attack. She said she had taken cover behind an outer wall. "There is no peace. No one protects us. I came to see my boy who was supposed to be tried here."

At about 3 p.m. a suicide car bomber rammed his vehicle into a car carrying Turkish citizens to the airport, said Mohamed Anjeh, a police commander.

Mogadishu's main government center is heavily guarded with multiple security checks. However, the security at the court complex is not nearly as strong. The Ugandan troops who arrived on scene began pushing back on-lookers shortly after the attack began.

Most militant attacks in Mogadishu are blamed on fighters from al-Shabab, the al-Qaida-linked Islamic extremist rebel group in Somalia. Al-Shabab ruled Mogadishu from roughly 2006 until August 2011, when African Union and Somali forces pushed them out of the city. Since then the al-Shabab extremists have launched suicide bombings on the capital city every few weeks.

Despite those intermittent attacks, Mogadishu is generally considered more peaceful today than most of the previous seven years.

Investigators probe Lion Air crash in Bali

BALI, Indonesia (AP) ? Indonesian investigators on Sunday began working to determine what caused a new Lion Air passenger jet to miss a runway while landing on the resort island of Bali, crashing into the sea without causing any fatalities among the 108 on board.

The National Transportation Safety Committee is examining the wreckage of the Boeing 737-800 that snapped in half before coming to a stop in shallow water near Bali's airport on Saturday, said Transportation Ministry spokesman Bambang Ervan.

He said aviation authorities have already removed the plane's flight data recorder and are now planning to tow the aircraft onto land and retrieve the cockpit voice recorder located in the tail.

All 101 passengers and seven crew members were safely evacuated from the budget carrier flight coming from Bandung, the capital of West Java province. Some swam from the wreckage while others were plucked from the water by rescuers in rubber boats. Dozens suffered injuries, but most had been released from local hospitals by Sunday.

"I couldn't wait to land in Bali when the cabin suddenly turned dark. I heard a sound like an explosion and water was coming in," recalled Irawati, a 60-year-old woman who uses one name like many Indonesians. "I heard people shouting frantically: 'The plane crashed! Get out! Get out!' I did not even have the energy to move my body. I was so weak and frightened, and I was asking a flight attendant for help before I passed out."

She told The Associated Press from her hospital bed that when she regained consciousness, the pilot and co-pilot were putting a life jacket on her and helping her down a rubber ladder. She was then pulled onto a surf board by rescuers. She suffered neck injuries.

Another survivor, Andi Prasetyo, who is now staying at a hotel, said everything appeared fine until the crash happened.

"The cabin crew had already announced that we would be landing shortly, and I was so excited when I saw the ocean getting closer, but suddenly ... it fell," he said. "I can't believe that the plane actually landed on the sea, and everything changed to dark. It was full of horrific screaming. None of us remembered about the life jackets under our seats. Everybody rushed to get out of the plane."

Officials said there were three foreigners on board ? two Singaporeans and a French national ? all of whom suffered slight injuries.

Authorities initially said the plane overshot the runway before hitting the water, but Lion Air spokesman Edward Sirait said at a news conference that the plane crashed about 50 meters (164 feet) ahead of the runway. The weather was cloudy with rain at the time of the incident.

"It apparently failed to reach the runway and fell into the sea," said Sirait.

He said the Boeing 737-800 Next Generation plane was received by the airline last month and was declared airworthy. The plane had landed in two other cities on Saturday prior to the crash.

The pilot was experienced, logging 10,000 flying hours, Sirait said. It was unclear whether human error may have played a role in the accident.

The pilot and co-pilot will be tested to ensure they were healthy during the flight, and they will also undergo drug testing, said Ervan of the Transportation Ministry. Five pilots from Lion Air have been arrested for illicit drug use in the past two years.

Rapidly expanding Lion Air is Indonesia's top discount carrier, holding about a 50 percent market share in the country, a sprawling archipelago of 240 million people that's seeing a boom in both economic growth and air travel. The airline has been involved in six accidents since 2002, four of them involving Boeing 737s and one resulting in 25 deaths, according to the Aviation Safety Network's website.

Lion Air is currently banned from flying to Europe due to broader safety lapses in the Indonesian airline industry that have long plagued the country. Last year, a Russian-made Sukhoi Superjet-100 slammed into a volcano during a demonstration flight, killing all 45 people on board.

Indonesia is one of Asia's most rapidly expanding airline markets, but is struggling to provide qualified pilots, mechanics, air traffic controllers and updated airport technology to ensure safety.

Lion Air, which started flying in 2000, signed a $24 billion deal last month to buy 234 Airbus planes, the biggest order ever for the French aircraft maker. It also gave Boeing its largest-ever order when it finalized a deal for 230 planes last year. The planes will be delivered from 2014 to 2026 as the airline positions itself to take on AirAsia, which dominates budget travel in the region.

An annual report from the American Cancer Society finds continuing challenges in changing behaviors and risk factors in order to reduce suffering and death from cancer. Since 1992, the American Cancer Society has published CPED as a resource to strengthen cancer prevention and early detection efforts at the local, state, and national levels. Below are highlights of the 2013 report.

Tobacco Use

  • Cigarette smoking prevalence in US adults declined from 20.9% to 19.0% between 2005 and 2011, with significant declines in both men (23.9% to 21.6%) and women (18.1% to 16.5%) as well as in young adults, Hispanics, and Asians.
  • Heavy smoking also declined significantly during that time, reflecting long-term historical trends toward lower cigarette consumption among smokers.

  • In 2010, 59.1% of adults 50 years of age or older reported use of either a fecal occult blood test (FOBT) or an endoscopy to screen for colorectal cancer within recommended time intervals. However, rates remain substantially lower among uninsured individuals (18.8%) and among those with 11 or fewer years of education (43.9%). To date, 28 states and the District of Columbia have passed legislation ensuring comprehensive coverage for the full range of tests.

"Our report is a striking reminder that we need to do a better job reducing behavioral risk factors that increase cancer risk," said lead author Vilma Cokkinides, Ph.D., American Cancer Society strategic director of risk factors and screening. "We could eliminate much of the suffering and death from cancer with better, more systematic efforts to reduce tobacco use, improve nutrition and opportunities for physical activity, and expand the use of those screening tests that are proven effective."

The American Cancer Society estimates that in 2013 about 174,100 cancer deaths will be caused by tobacco use. In addition, approximately one-quarter to one-third of the 1.6 million new cancer cases expected to occur in 2013 can be attributed to poor nutrition, physical inactivity, overweight, and obesity. Regular use of cervical and colorectal cancer screening tests can prevent the development of cancer through identification and removal of premalignant abnormalities; screening tests can also improve survival and decrease mortality by detecting cancer at an early stage when treatment is more effective.

An annual report from the American Cancer Society finds continuing challenges in changing behaviors and risk factors in order to reduce suffering and death from cancer. The report, Cancer Prevention & Early Detection Facts & Figures (CPED) 2013, outlines the current prevalence of tobacco use, obesity, physical inactivity, and the use of established screening tests, and emphasizes that social, economic, and legislative factors profoundly influence the individual health behaviors that contribute to cancer risk.

What I Learned: The Financial Implications of Common Law ...

?What I Learned??is a guest post series of?lessons learned in relationships that matter the most (you can?send us your story?too). This guest post is by our friend Vincent Ng. [Note:?Although Olive and I have never considered a common law relationship for ourselves, we know more people are choosing this option (the 2011 census shows 17% of Canadian families are common-law couples). We decided to publish this post because we value and seek to learn from other perspectives about marriage and relationships, and hope this will generate helpful discussion.]

On March 28th, 2013 the government of British Columbia, Canada made some new changes to the Family Law Act that affects common law relationships in our beautiful province. Contrary to popular myth, common law relationships are not dictated by the federal government and are determined on a provincial level.

The Financial Implications of Common Law RelationshipsCouples who have lived together for at least two years, or have a child together, are now required to divide assets and debts that were accumulated during the relationship 50/50 if they break-up, just like a legally married couple.?This law is always retroactive and can be applied to couples who were common law up to two years ago. This means if you lived with someone back in 2011, and stayed together for two years, you are now legally entitled to 50% of his or her assets during the time you were together.

I Don?t Want to Rush Into Marriage
I truly believe that couples need to take time to get to know each other, and for some, it means moving in and living together. But this law may unnecessarily push couples to get married earlier than they should, leading to even a higher divorce rate in society. Or it can do the opposite and force couples to separate prematurely before truly deciding that they should be married to each other. Some couples need more than two years to decide if someone is the right partner for them, it?s just that simple.

It scares me because I feel this new law is making couples potentially rush decisions. It changes how couples in B.C. will make decisions regarding their relationships because of finances.

Money and Finances
There are two sides to the 50/50 rule: debt and assets. Let?s look at debt in a hypothetical situation. Let?s say a student is 24 years old and he?s dating a young woman who is 20. They?ve lived near the University of British Columbia for two years now.

Two years have passed, and she now has a whopping student loan to pay off. He?s paid off a good chunk of his student loan in those two years, but now she decides that it?s time to separate. Should he be responsible for 50% of her student loan debt since it was technically accrued while they were in a relationship together?

What if the break up was bad and she wants to do go through the law to take full advantage of their relationship? I?m sure we?ve all heard horror break up stories.

And while letters are being drafted up by lawyers about common law relationships and agreements (similar to pre-nuptials), do you think a 24 year old man or a 20 year old woman is really going to be thinking about that?

How this Affects Me Personally
I?m at a later stage in life and the truth is for me, being able to live with someone before getting married is an appealing idea on several fronts.

Generally living together is more economical, it?s easier to rent a bigger place, saves on food costs, and so forth. Let?s be honest, Vancouver is an expensive city.?And then there?s the companionship. When you love someone, you want to spend your time with them, but you just might not be ready to get married.

But in the back of my mind there?s that nagging voice that asks me, do I really want to live with someone if there?s a potential to lose my assets or take on her debt??Quite frankly I don?t want to have to sign a contract with every woman I may move in with.

For me, I have to give it some serious thought about how soon I want live with a woman or not and how serious I am about being with her. The amount of debt she carries into a relationship will now play a heavier role in deciding if I want to have someone as a common law. And I would expect it would be a factor for her as well.

I think two years is too short of a time to be considered common law. Some other provinces allow three, which I think is a good time frame. If you?re like me and you don?t particularly like this part of the Family Act then I would highly encourage you to write to your MLA and just let him or her know how you feel.

KrystalBoard wants to replace blackboards and whiteboards

If you ask most people, they'd tell you there's nothing wrong with the standard classroom set-up of a blackboard and chalk, or a whiteboard and dry-erase markers. Nicholas DePorzio isn't most people, though. At Northeastern University's Husky Startup Challenge Demo Day, he took home first prize for KrystalBoard, a liquid crystal-based writing board. His early prototype takes a few cues from Boogie Board's line of scratch pads. Functionally, they're almost identical: use a stylus to scratch your message into the panel then, when you're done, simply press a button to erase it. What DePorzio believes sets his creation apart is the ability to scale to much larger sizes. His first prototype, tossed together in just six weeks, certainly has some rough edges (literally, the stand is made from roughly cut cardboard boxes). But, with a different selection of liquid crystal panels, the hope is that high-contrast classroom-sized KrystalBoards are well within his reach.

The first iteration uses a nine-volt battery to force the crystals to reorient themselves and wipe out any missives, but DePorzio is confident that a small solar panel (like the one on your 99-cent calculator) will have more than enough juice to "power" a much larger model. And "power" is a relative term, since technically there's no electricity coursing through the single-crystal panels. The goal is to save time and money by doing away with erasers, chalk, markers and other disposable supplies. The Northeastern student even believes he can get the cost of materials below that of a standard whiteboard or blackboard, but only time will tell on that one. Though, taking home a large novelty check should give the fledgling company a good head start.

Flies reveal kidney stones in-the-making

Apr. 6, 2013 ? Kidney stones usually make their presence known suddenly, often sending a person to the hospital in excruciating pain. Each year in the U.S. more than a million people seek medical attention for kidney stones, technically called nephrolithiasis. The total annual cost of treatment exceeds $2.1 billion, according to the National Kidney and Urologic Diseases Information Clearinghouse.

Although kidney stone pain may seem to come out of nowhere, the hard collections of minerals that block kidney tubules and ureters originate and grow over weeks or months. Learning more about how they form can suggest ways to detect them at earlier stages, prevent recurrence following lithotripsy (shock waves that break up the stone) or surgery, and possibly prevent them altogether if susceptible individuals can be identified.

Experiments using the fruit fly Drosophila melanogaster not only provide a glimpse of kidney stone formation over a fly's short lifetime, but have identified an important role zinc plays in the disease process in flies and in people. Thomas Chi, MD, Clinical Instructor and Endourology and Laparoscopy Fellow in the Department of Urology at the University of California, San Francisco, will discuss these experiments today at the Genetics Society of America's 54th Annual Drosophila Research Conference in Washington D.C., April 3-7, 2013.

"There's been little to no change in medical treatment for urinary stones in the last 20 years. While surgical (which includes lithotripsy) treatments have advanced at a rapid pace, our ability to prevent kidney stones or their recurrence is extremely limited," said Dr. Chi.

In flies genetically predisposed to develop stones, researchers can track the origins of the condition, and can also screen drugs, medical therapies, and other genes that counter stone formation. The insects develop pebble-like masses of phosphorus and calcium that look like tiny human kidney stones. The growths lodge in the fly's Malpighian tubule, which is the equivalent of the convoluted tubules in the million or so microscopic nephrons that make up a human kidney.

Kidney stone formation is an example of "ectopic calcification," in which calcium hydroxyapatite, a normal constituent of bones and teeth, forms elsewhere. Understanding how kidney stones form may also shed light on other sites of ectopic calcification, such as the coronary arteries.

In many animal models of kidney stones, researchers feed toxins such as antifreeze -- ethylene glycol -- to induce the condition. Obviously, this is not how the human condition begins. However, fruit flies with a mutation in the gene that encodes the enzyme xanthine dehydrogenase develop kidney stones that are remarkably like their human counterparts, rich in calcium hydroxyapatite.

Dr. Chi and his colleagues used the fly model to look for genes which, when silenced, prevent or ameliorate kidney stones. The researchers scrutinized over 80 genes, based on known functions, and narrowed them down to fewer than 10 that are involved with formation of kidney stones. Genes related to zinc transport in particular seemed to play a major role, demonstrating the importance of the element in stone formation.

The researchers developed a visually striking method to watch fly kidney stones form. They labeled calcium hydroxyapatite with fluorescent bisphosphonate, an osteoporosis drug. The technique reveals tiny green glowing balls that are the seeds of kidney stones.

Dr. Chi calls the beginnings of the stones "calcified nanoparticles" and puts their size into perspective. "If you had a rope from Hong Kong to San Francisco, to find a calcified nanoparticle, you'd be looking for a 5 to 10 foot segment on that rope." The nanoparticles in the fly may be an early equivalent of precursor lesions in people called Randall plaques, he added.

Zinc transport is important to nanoparticle formation. "Zinc is present throughout the body, and is very important for a number of physiologic processes. We are NOT saying that making the whole body zinc deficient could be an effective approach to treating kidney stones. But if we could somehow control the microenvironmental zinc levels at the key stage in stone development, that approach might offer us an effective new therapy," Dr. Chi explained.

The researchers hope that their findings will lead to new options for kidney stones. "If we can get to them before they form, we'd cut way back on the number of people needing surgery every year, which is our goal," Dr. Chi said.

ISTANBUL (AP) ? U.S. Secretary of State John Kerry arrived in Turkey early Sunday on the first leg of a 10-day trip to Europe and Asia that would also seek to unlock long-stalled Israeli-Palestinian peace talks.

Kerry was expected to encourage Turkish leaders to continue improving ties with Israel. The two countries were once allies, but relations spiraled downward after Israel's 2010 raid on a Turkish flotilla bound for the Gaza Strip. Eight Turks and one Turkish-American died.

Hopes for rapprochement improved after Obama brokered a telephone conversation between Israeli Prime Minister Benjamin Netanyahu and Turkey's prime minister, Recep Tayyip Erdogan, while President Barack Obama was in Israel last month.

Kerry also will coordinate with Erdogan and other Turkish officials on efforts to halt the violence in neighboring Syria.

Kerry planned to fly from Turkey to Jerusalem for meetings with the presidents and prime ministers of both Israel and the Palestinians. He had accompanied Obama there and made a solo trip to Israel shortly after.

Though expectations are low for any breakthrough on Kerry's trip, his diplomacy represents some of the Obama administration's most sustained efforts for ending more than six decades of conflict between Israelis and Palestinians.

Kerry probably will seek confidence-building measures between the two sides. Negotiators and observers see little chance right now for immediate progress on the big stumbling blocks toward a two-state peace agreement.

Kerry will also visit Britain and then South Korea, China and Japan, where talks will focus on North Korea's nuclear program and escalating threats against the U.S. and its allies.

He is scheduled to return to Washington on April 15.

Britain will become a net importer of wheat for the first time in a decade this year because of bad weather, the National Farmers' Union has said.

NFU president Peter Kendall said more than two million tonnes of wheat had been lost because of last year's poor summer.

The prolonged cold weather would also hit this autumn's harvest, he said.

But he said the shortage was unlikely to affect the price of bread because of the global nature of the market.

Speaking on BBC Radio 4's Today programme, Mr Kendall said the average yield fell from 7.8 tonnes a hectare to 6.7 tonnes last summer.

Looking ahead to the 2013 harvest, he said farmers had only managed to get three quarters of the planned wheat planted this year, so the UK was already 25% down on potential production.

"I've been walking crops yesterday on the farm in Bedfordshire and they look pretty thin. We would normally say you should hide a hare in a crop of wheat in March. You'd struggle to cover a mouse in some of mine.

"If we got three quarters of the area planted, and the same yield as last year, we could be looking at a crop of only 11m tonnes of wheat when we actually need 14.5m tonnes of wheat for our own domestic use here in the UK," he said.

'Written off 2013'

Andrew Watts, a wheat farmer and the NFU combinable crops board chairman, said farmers had been hoping for a kind autumn after a poor harvest in 2012, but this had not happened.

"It seems many farmers have written 2013 off and are trying to do what they can with the crops in the ground. Everyone is focussing on 2014 and making sure the land is in a good condition to get good crops then.

"This is what producing food is all about - the weather."

He added: "We have got to put it in context, this is only the first time since the late 1970s that we have been net importers, Over the past five or six years we have been in surplus."

The crop damage is dealing a further blow to Britain's farming industry, which is already reeling from a spate of recent livestock deaths due to the cold weather.

But Mr Kendall said only about 10% of the cost of a loaf of was attributable to wheat. The rest was due to processing, transport, and packaging, he said.

"We could see wheat double and the impact on a loaf of bread would not be enormous.

"But we need to make sure, in the UK, we are producing raw materials for what has been - despite the weather - a fantastically successful sector," he said.

House group finalizing immigration bill

(AP) ? A group of Republicans and Democrats in the House is finalizing a sweeping immigration bill that offers work permits and the eventual prospect of citizenship to millions of people living illegally in the United States, aides say. That path to citizenship, however, is likely to take at least 15 years for many, longer than envisioned by Senate immigration negotiators or by President Barack Obama.

The secretive House effort, which also aims to further tighten the border against foreigners crossing illegally into the U.S. and crack down on employers who hire them, has been overshadowed by the bipartisan negotiations in the Senate, which is expected to act first on immigration legislation. But it's an important indication that a number of lawmakers, including Republicans, in the conservative-dominated House want to have a say in crafting a comprehensive overhaul of U.S. immigration law.

"We have legislative language that we'll be ready to go forward on, not concepts but actual language," Rep. John Carter, R-Texas, a leader of the group, said this week on "Capital Tonight," a program on cable news channel YNN in Central Texas.

Without revealing details, Carter said the bill should be ready to be released in the next week or two and would address worker visas and the status of the 11 million immigrants who either arrived in the U.S. illegally or overstayed their visas.

"We will have a very, very comprehensive bill that will do a great job in addressing these issues and others," he said.

The Senate bill also is expected to be released as early as next week.

According to two House aides with knowledge of the talks, the House bill will offer a couple of possible solutions for those here illegally. Those brought to the country as young children would be able to seek citizenship relatively quickly. People working in agriculture would also get a particular path toward legalization, a distinction also made in the Senate bill.

The millions of other people here illegally would be able ? after paying fines and back taxes and getting a criminal background check ? to get a basic work permit, which would be renewable. After 10 years, they could get a green card. Under current law, green card holders can petition for citizenship after five years ? three if they're married to a U.S. citizen ? and that would likely apply to green card holders under the House bill, too.

That's a longer path to citizenship for most than the process expected from the Senate bill, which envisions a 10-year path to a green card but then only a three year wait for citizenship. Legislation drafted by the White House, which Obama has said he'll offer if the congressional process stalls, also has a 13-year path to citizenship.

The House bill would offer another option, too, the aides said. Current law requires people here illegally to return to their home countries for as long as 10 years before they can try to enter the U.S. legally. The House bill would likely allow people who came forward and acknowledged being present illegally to return to their home countries and try to come back legally, but without being subject to the lengthy waits. This could be an option for those with prospects of getting visas under existing law, such as family or employment ties.

One House aide said the House bill is similar to the Senate version in requiring that a series of border security requirements be met before allowing immigrants to begin moving toward legal permanent residence. A largely voluntary electronic system that employers can use to verify the legal status of their workers, called E-Verify, would be made mandatory.

The aides spoke on condition of anonymity because there had been no public announcement.

Overall, the aim is to satisfy House Republicans who insist that immigrants here illegally not get a special path to citizenship ahead of anyone attempting the process legally ? while also meeting the concerns of Democrats who want to ensure that citizenship ultimately is widely available.

"The good news is that the Democratic bottom line and the Republican bottom line have a lot of overlap," Rep. Luis Gutierrez, D-Ill., another member of the group, wrote in an opinion piece in the Orange County (Calif.) Register recently. "There is a lot of room between not preventing citizenship and not giving newly legalized immigrants a special path to citizenship. I think we will be able to find the sweet spot where neither side will be overjoyed, but each side will be satisfied."

The House group, which has a core of four Republicans and four Democrats, has been meeting off and on for years but members have kept the talks quiet, much more so than their Senate counterparts. Even now as they near a public unveiling and have briefed House leaders in both parties, lawmakers involved will say little about their deliberations. Carter said that was because "we didn't want outside influences pulling on the committee group."

Other group members on the Democratic side include Reps. Zoe Lofgren and Xavier Becerra of California and John Yarmuth of Kentucky. On the Republican side, they're Reps. Mario Diaz-Balart of Florida, Sam Johnson of Texas and Raul Labrador of Idaho.
