iPad Mini Review Roundup: Smaller Is Better?

By Casey Chan

The first reviews of the iPad Mini are out and they’re just like we expected. Smaller is nice! It’s so light! But having such a hefty price tag without a Retina Display is sorta disappointing. Is the iPad Mini worth the cost?

IBM creates nanotubes that stand up straight

Paul Marks, chief technology correspondent

A few weeks ago I was at the IBM lab in Zurich, Switzerland, getting an update on Watson, solar desalination and how magnetic tape will store the big bang's big data. But I was surprised to find the lab's director, Matthias Kaiserswerth, was not nearly as excited as I had expected he would be over the prospects for graphene, the two-dimensional wonder material whose pioneers won the Nobel prize for physics in 2010. Now I know why: IBM has other ideas for the future of electronics.

It turns out IBM has been quietly continuing research on carbon nanotubes, the rolled-up-chicken-wire form of carbon that was the wonder material du jour in the decade before graphene's electronic properties were realised.

A7000154-Carbon_nanotubes-SPL.jpg

A coloured scanning tunnelling micrograph of carbon nanotubes - rolled sheets of carbon atoms, magnified 6 million times. Individual atoms are seen as the bumps on the surface of the tube (Image: Eye Of Science/SPL)

Now the company has revealed what it believes could be the answer to the problem that has dogged nanotube electronics all along: how to pick up the dastardly items -?which are only 1?nanometre in diameter - and put them where you want them. They may be great transistors, but if they cannot be placed on a chip they are useless.

Instead of a slavish and hellishly slow pick-and-place operation, IBM's trick is to encourage the nanotubes to organise themselves, with help from some clever chemical engineering.

First the engineers created a solution of nanotubes, coating them with a surfactant that encourages them to dissolve in water. Into this nanotube solution?they dipped a silicon dioxide chip carved with hafnium oxide trenches. The process coaxed one nanotube tube into each trench - where the nanotube bonds to the hafnium oxide - creating regular arrays of nanotube-based transistors at a density of 1 billion per square centimetre.

There's a good decade or more to go before they'll know whether this is the technology that'll let nanotubes break silicon's microchip monopoly, but fixing the tubes in place at least gives researchers something to work with. There's more over at the BBC.

Let?s Welcome Lisa Bailey-Harper! For Newbie Tuesday
As I was scrolling down the posts Sunday afternoon, I saw a post that caught my attention. It simply stated, ?Do You Know Where You?re Going??. Lisa stated that nobody could answer that question except yourself. She talked about having an internet presence, being focused, and not being discouraged. Surrounding yourself with successful people, and learn from those who have made things happened. Well, that?s how I felt about Active Rain. This has been the greatest place for building an internet presence, staying focused on my goals, and having a great supporting community that will not discouraged you.

Lisa Bailey-HarperMeet Ms. Lisa Bailey-Harper, The REALTOR IN YOUR BACKYARD. She has been in real estate for 11 years, and is licensed in two states, Maryland and Virginia. Although she has only been in Active Rain since July 2012, Lisa has already been featured once in the post, ?Never Ever Give Up?. Sort of reminded me of that Winston Churchill bulldog mentality. She has a great attitude toward her business plans and goals, and I am expecting great things from her in our Active Rain community. She is about to break 10,000 points, and I can remember how I felt when I surpassed that first milestone. You will want to come back Friday to check out her Facebook Business Page too.

Protect Before You Connect! Simple Precautions To Avoid Online ...

by Mark Weinstein, CEO and founder of Sgrouples.com

The Internet is an amazing, fantastic, vibrant place. But there are also evil people out there who steal identities, hack credit card accounts, track personal information, violate privacy, insert malicious programs that can exploit your company or home network, destroy your hard drives and raid your social network.

It?s critical to take the right precautions in these changing times to protect your personal data and systems from attack.

Here are some of the most important ways to protect yourself:

1. Protect Your Wi-Fi Network.

Your Internet Service Provider (ISP) can track every action you make through your home?s Internet connection. This is typically used to track illegal activity, which is a good thing.

The bad news is that most home wireless networks are easily cracked, meaning someone next door or in a car outside your house can use your network for illegal activity, leaving the blame on you. Even worse, it is possible for someone on your wireless network to access other devices connected to the network, which is a serious security breach.

For this reason, it?s important to learn to secure your own wireless network: Open up your router settings page, create a unique password and network SSID name, enable network encryption, filter MAC addresses, reduce the range of your wireless signal, use a secure wireless network and monitor for unauthorized users.

2. Get Good Antivirus Software.

The next step is to safeguard your computer against virus and malware attacks that can target your personal information and erase your saved data. Some more innocuous malware programs simply track your behavior and bombard you with ads and pop-ups and slow your computer down.

Having a good antivirus program in place can save you a lot of headache by catching threats early. To find the best fit for your home or business, do a search using the keywords ?best paid antivirus software? and ?best free antivirus software.?

One final note: Even the best antivirus can?t save you 100 percent of the time. Viruses and malware come from the ?shady neighborhoods? of the Web ? gambling, pop culture, pharmaceutical and adult sites in particular. Be aware of what you?re clicking on; don?t download or open something unless you know what you?re getting into. A little precaution goes a long way.

3. Protect Your Passwords.

These days we have more passwords to remember than ever: Facebook, Twitter, online banking, eBay, not to mention multiple email accounts! Make sure your passwords are different for each account.

At the very least, create alternative passwords for your critical accounts (i.e., your bank account and email). Keep your passwords offline on your hard drive, or, if you want to be even more secure, keep them on a physical notepad you keep near your desk.

Do a search on the following: ?creating the best security passwords.? Know what makes a bad password (something easily discovered), get good at creating effective passwords, safeguard your passwords, change them frequently and create an emergency plan. What happens if you or your network administrator dies or is in an accident?

4. Stop Tracking Cookies.

Like it or not, Facebook and other social media are now able to track and record your exact interests. It?s no coincidence. Facebook is tracking all your likes and hobbies, even the words you write, and then uses that data to target advertising to match those interests. It?s not that ads are necessarily a bad thing ? it?s the way websites spy on your behavior to sell those ads that is troubling and disconcerting.

A simple, helpful solution is to download the ??Do Not Track? extension for your browser, which tells websites not to collect information about you. However, Do Not Track is simply a request for sites to not track you and has varying degrees of effectiveness. For even more control over who can access your information, Abine?s Do Not Track+ and the Ghostery plugin can both stop invisible ad networks from spying on you. HTTPS Everywhere is also a great tool for privatizing your browsing through basic https encryption.

5. Practice Safe Sharing.

The best way to be absolutely sure that information you post online stays secure is to not post it in the first place. It?s all too easy to accidentally share confidential information publicly or to put up too many personal details without realizing who has access to that information.

But, to be realistic, many of us are not going to stop sharing online. That?s why, instead of abstinence, it is important to learn and practice safe sharing. One way to do that is to review the privacy settings on every social media site you participate in and adjust the setting to maximize your protection against unwanted intrusion.

To find out more for each particular social media site, you can also do a search on the following phrases:

Facebook privacy

Google+ privacy

Twitter privacy

6. Don?t Daisy Chain Your Social Media Accounts.

One of the reasons hackers are able to wreak havoc on people so easily is that all their social profiles are connected to one another. This means that if one profile is compromised, the others are likely to be as well.

While connecting to your accounts is easier if all you need to do is log in once to get access to all your social networks, it?s much less secure than if you have separate passwords for each one.

Determine how often you?re likely to use certain Web apps, and ask yourself if you really need to connect yet another third-party app to your Facebook page. If you don?t really need it, cut the link.

Keep in mind, the more apps you have connected to your accounts, the more potential weak points there are in your security.

7. Set Up 2-factor Authentication.

This amazing technological breakthrough requires both a password and a device to access your accounts. So even if someone does hack your vital account passwords, they still can?t access your critical personal or financial accounts without your phone or secure backup device. For more information, do a search on the phrase using 2-factor authentication.

(AP) ? French government ministers will be given anti-sexism lessons, in the wake of one minister's comments suggesting women couldn't handle technical work.

Prime Minister Jean-Marc Ayrault has asked the French equality ministry to set up a series of 45-minute workshops where politicians are given examples of sexism in daily life and, with the aid of slide-shows, taught how to avoid sexist stereotypes in political communication.

Caroline de Haas, the adviser giving the lessons, told The Associated Press that all ministers are signed up or in the process of doing so.

The lessons were announced after Agricultural Minister Stephane Le Foll, in an interview on gender equality this month, said, "I've tried to promote women as much as possible, even though some of our dossiers are very technical."

Pandora refreshes iPhone, Android apps

LOS ANGELES (AP) ? Internet radio company Pandora is adding more functionality to its mobile apps ? showing lyrics and artist information and making it easier to share self-crafted stations with friends ? as companies intensify efforts to lure mobile advertising dollars.

Pandora is essentially bringing the features of its website to users of its apps for Apple and Android mobile devices. The app for iPhones is being released Monday, while an Android version is expected to follow soon. Pandora also said it is releasing a version for Microsoft's Windows Phone 8 early next year. It will allow ad-free listening for a year with the Windows app.

Mobile use of Pandora's streaming service is growing quickly. In the quarter that ended in July, mobile listening nearly doubled from a year earlier and made up more than 75 percent of its 3.3 billion listener hours.

Pandora is the leader in free online radio, where listeners can pick genres or styles of music but not specific songs or albums. It has 175 million registered users, including 58 million who use it in a given month. It claims a 73 percent share of the market for free online radio.

Pandora competes for listeners with services such as Clear Channel's iHeart Radio and has apps on phones, tablets, computers and car stereo systems. Apple is the leading online seller of song and album downloads, while a whole host of paid subscription music services such as Spotify, Rhapsody, Rdio and MOG offer unlimited track selection and playback for a monthly fee of $10.

As a free service, Pandora relies mostly on advertising revenue to make its business work.

Investors of Internet companies that offer free services online have been concerned about their ability to make money from mobile advertising as usage of mobile devices has skyrocketed.

Pandora's mobile ad revenue has been growing almost as quickly as mobile listening, and its revenue from mobile ads was up 86 percent at $59 million in the last quarter, making up over half of the company's total revenues. The company, which is based in Oakland, Calif., is expected to report its third-quarter results in late November.

Other companies are making headway generating money from mobile ads.

Facebook Inc. said this month that 14 percent of its revenue came from mobile ads in the latest quarter, causing its stock price to jump, while Google Inc. said mobile ads were on track to generate $8 billion in revenue for the company this year.

Tom Conrad, Pandora's chief technology officer and executive vice president of product, said the revamp was not purposefully designed to boost mobile ad revenue although the update will see some advertising partners get more involved.

"Our motivation for doing this was to connect people with the music they're discovering in a fundamental way," he said.

Insights into a new therapy for a rare form of cystic fibrosis

Monday, October 29, 2012

Scientists at the Hospital for Sick Children in Toronto have established that a drug recently approved by the U.S. Food and Drug Administration to treat a rare form of cystic fibrosis works in an unconventional way. Their results reveal new possibilities for treating various forms of cystic fibrosis.

Cystic fibrosis is an inherited disease afflicting about 70,000 people around the world. Cystic fibrosis patients carry a defective gene that disables or destroys its protein product, which normally regulates the transport of ions across cell borders. When that transport is disrupted, the viscosity of the mucus coating certain organs becomes too thick. A characteristic feature of the disease is thick mucus buildup in the air passages, which causes difficulty breathing and recurring infections.

While the FDA approved the drug VX-770 (also known by the trade names Kalydeco and Ivacaftor) to ease breathing in people with cystic fibrosis caused by a particular mutation in the CFTR protein (the acronym is short for cystic fibrosis transmembrane conductance regulator), exactly how VX-770 worked in those patients was unknown.

Scientists have understood for some time that normal CFTR regulation requires modification of the protein and binding of a small, energy-providing molecule ? adenosine triphosphate, or ATP. But, in their recent Journal of Biological Chemistry "Paper of the Week," Christine Bear and colleagues report that the drug opens both normal and mutant CFTR channels without ATP. Their results indicate that the compound binds to a different site on CTFR than ATP. Significantly, this finding may be useful in developing therapies for cystic fibrosis caused by various CFTR mutations that, like the G551D mutation that was studied, impair ATP-mediated channel regulation.

Bear's group determined how VX-770 works after developing a new experimental system that may have potential for discovering drugs that target the basic defects caused by CFTR mutations, Bear says. The system is useful for identifying compounds that interact with rare mutations such as G551D as well as the major CFTR mutant F508del, she said.

Letters from America: Export Financing as a Key Component of U.S. ...

This is Part V of our ongoing Letters from America to Asia Series, featuring opinions and observations on America?s trade relations with China and emerging Asia from Chris Devonshire-Ellis.

Oct. 29 ? In this week?s letter from America to China I have invited Gray Sasser, an attorney with the America law firm Frost Brown Todd, to discuss export financing programs available to American companies looking to export overseas. Frost Brown Todd is a partner firm of Dezan Shira & Associates, and is one of the largest law firms based in the Midwestern United States. The practice currently has over 475 attorneys working in nine offices throughout Tennessee, Kentucky, Ohio, Indiana, and West Virginia, and a thriving international desk, with much of their on-the-ground China, India and Asian work being handled in conjunction with our practice.

Gray has expertise of particular relevance to U.S. companies in the Mid-West looking to export to China, as he previously served as VP of the Export-Import Bank of the United States, was educated in part at Beijing University, and advises American enterprises on expanding their global footprint with particular emphasis on China. Gray?s article below deals with the fundamental issue of how American companies can obtain financing for export-driven programs, and the likely political environment following the upcoming U.S. presidential elections.

Over to Gray:

As America?s election looms, politicians up and down the ballot fill their talking points and television commercials with references to small businesses. With small and medium-sized business enterprises (SMEs) representing 99 percent of American companies, encouraging export growth for this important segment of the U.S. economy will remain a priority for whichever political party captures the White House.

Currently, only about 1 percent of SMEs export, and just 10 percent of this miniscule amount export to China. As previously noted by Chris in last week?s edition of the Letters from America series, China?s macroeconomic climate offers tantalizing opportunities for U.S. companies. Even though a review of applicable PRC government regulations remains an important first-step when developing a China-focused export plan, American SMEs considering China should also evaluate export financing programs offered by federal agencies such as the Export-Import Bank of the United States (Ex-Im Bank) or the Small Business Administration (SBA).

The website www.export.gov offers a wealth of information regarding various export support programs and serves as a good starting point to begin navigating the various options, requirements and paperwork. It should also be noted that while other U.S. agencies such as the Overseas Private Investment Corporation and the Department of Agriculture also offer export financing programs, the SBA and Ex-Im Bank programs generally are the most applicable to SMEs. These two agencies administer separate programs designed to assist exporters with accessing commercial capital by limiting a commercial bank?s exposure to foreign credit or country risk. While Ex-Im Bank is authorized to directly lend funds in certain limited instances, SMEs likely would take advantage of one of three main types of support:

  1. Working capital loan guarantees
  2. Export credit insurance
  3. Medium and long-term loan guarantees

For exporters seeking working capital, both SBA and Ex-Im Bank work with commercial lenders to guarantee up to 90 percent (including both principal and interest) of financing provided to exporters. These guarantees reduce the cost of capital for SMEs as they replace 90 percent of the credit risk associated with such loans with a guarantee backed by the full-faith and credit of the United States. Furthermore, there are no minimum financing amounts for the working capital guarantee programs administered by either agency, although the SBA program has a US$5 million maximum and generally limits maturity to 12 months. Also, to qualify for the Ex-Im Bank program, a borrower must have at least 12-months? operating history, so many start-up SMEs begin with SBA and ?graduate? to Ex-Im Bank financing as they increase their operating history and eventually need access to larger sums with lengthier terms.

While the working capital programs typically require receivables or other evidence of existing or future export sales, SBA recently inaugurated its ?Export Express Program? to provide up to US$500,000 in guarantees which can finance a company?s first step towards China sales. Such funds could be used to finance existing orders, but also ?may be used for business purposes that will enhance a company?s export development?to fund participation in a foreign trade show?[or] translate product literature for use in foreign markets.? Companies availing themselves of this program must have at least 12-months? operating history, although such SMEs do not need any prior exporting experience.

In addition to working capital financing, Ex-Im Bank also provides export insurance to insure against the risk of buyer non-payment and/or political risk. Because such policies can be assigned to lenders, this insurance offers another tool to finance foreign receivables. Also, rather than demanding cash in advance from foreign buyers before shipping the goods, these insurance products allow sellers to offer competitive credit terms directly to foreign purchasers. Short-term policies provide up to 360 days insurance on payments for capital goods (and 180 days for other exports), and medium-term policies can generally be extended up to five years. Multi-buyer policies that cover more than purchasers are also available.

Finally, Ex-Im Bank offers both medium and long-term loan guarantees, and these products which guarantee up to 85 percent of the principal and interest on loans to finance foreign sales are the most well-known product offered by the bank. For an SME undertaking its first trans-Pacific transaction, these guarantees may not be applicable, but they play a critical role in international finance. The comparative use of their respective government export credit agencies also remains a simmering policy concern often raised by U.S. officials with their Chinese counterparts.

The ongoing Sino-U.S. discussions on the proper role of export credit agencies will likely be confined to the annual Strategic and Economic Dialogue and have little impact on American SMEs seeking access to the Chinese market. However, Ex-Im Bank?s ?content? policies may impose meaningful restrictions on some SMEs.

Because Ex-Im Bank?s mission is to promote the employment of U.S. workers by supporting the sale of U.S. goods overseas, goods eligible for export support must contain certain minimum U.S. content. For short-term insurance and working capital products, the exported products must contain at least 50 percent U.S content, which according to the bank?s Short-Term Content Policy, can include ?all direct and indirect costs, including but not limited to labor, materials, research and administrative costs, exclusive of profit.? For medium and long-term financing, the determination of U.S. content is subject to a tighter definition. SMEs can avoid (or at least postpone) this content analysis by utilizing SBA programs which do not contain similar restrictions.

With discussions of a ?fiscal cliff? on one side of the Pacific and a ?fifth-generation? of leadership on the other shore, many U.S. businesses are waiting for November?s dust to settle. Given the lip-service both presidential candidates are giving to small business, it is hard to imagine the demise of U.S. export support programs regardless of the outcome on Election Day. Fortunately, Congress reauthorized Ex-Im Bank for another three years in May, removing at least this cornerstone of U.S. export policy from any post-election morass. Instead of simply waiting for the final unveiling of the Standing Committee or the last returns to trickle in from Ohio, a thorough analysis of the export promotion programs offered by Ex-Im Bank and SBA will likely prove time well-spent while waiting for November?s political winds to blow themselves out.

Back to Chris:

Gray?s article stresses that several programs are available to fit a wide variety of American corporate needs. This is especially true at the SME and mid-market level, where such support programs are, in fact, readily accessible to American businesses. As we noted last week, the trend for American exports to China is on the up as China?s middle class (now some 250 million people) is set to expand to 600 million consumers within the next decade. Many of the regional law and tax firms Dezan Shira & Associates partner with throughout the United States are familiar with the programs provided by the Ex-Im Bank and their affiliates, and work extensively with their local American clients to assist with preparations and financial strategies for taking advantage of the programs on offer. For the Mid-West, Frost Brown Todd provide an excellent service, and please contact Dezan Shira & Associates directly should you require introductions to relevant law or tax practices elsewhere in the United States.

We thank Gray for his comments and insights in this week?s article.

Silent Hill: Downpour PS3 patch details | Video Game Blog, Video ...

A new patch for Silent Hill downpour will soon be available for the Ps3 version of the game and will feature some performance tweaks and bug fixes. They?re definitely going to make the game more enjoyable, since some of them really drag the whole experience down.

Silent Hill: Downpour is the latest entry in the survival horror Konami series, developed by Vatra Games and released last March. Taking place in the now legendary Silent Hill, a rural town existing in both the real world and a dark world called ?Otherworld?
the game uses a third person view and focuses on exploration and puzzle solving. Players will require some strategic thinking before engaging in combat since weapons can be carried in limited numbers and they deteriorate with use. The game also features a decision-making system which will affect how the story unfolds and the ending will be affected as well. A weather and day to night system was also implemented, changing monsters behaviours accordingly.

Some techincal problems have made the game receive a somewhat mediocre reception, despite some good gameplay aspects like the puzzle solving mechanics. Lately bugs and glitches have become the curse of the Silent Hill series: last year Konami released a buggy Silent Hill HD Collection on Ps3 and Xbox360 and all the glitches have yet to be fixed.

The new Silent Hill: Downpour patch will improve the game?s framerate, fix bugs in the ?Homeless? side missions and in the game save system. It?s still unknown when the patch will hit the Playstation Network: Konami has simply said in the next weeks. More details will be reported as soon as they are known.

Gigantic invisible cocoons of dark matter may suck up rogue stars

These findings suggest the halos of dark matter surrounding galaxies are not completely dark after all, but contain a small number of stars, investigators added.

By Charles Q. Choi,?SPACE.com / October 24, 2012

New research from scientists using NASA's Spitzer Space Telescope suggests that a mysterious infrared glow across our whole sky is coming from stray stars torn from galaxies. This artwork is adapted, in part, from galaxy images obtained from the NASA/ESA Hubble Space Telescope.

Stars ripped from their home galaxies as they collide with other galaxies can get slung into giant invisible cocoons of dark matter, researchers say, which might explain mysterious radiation pervading the sky.

These findings suggest the halos of?dark matter?surrounding galaxies are not completely dark after all, but contain a small number of stars, investigators added.

In recent decades, satellite telescopes have detected more infrared light emanating from the sky than known galaxies could account for. Scientists had suggested this strange glow might come from sources too dim for observatories to see directly ? for instance, the earliest, most distant galaxies. If such?primordial galaxies?were responsible for this radiation, that might suggest far more of them existed than before thought, potentially radically altering notions of how the cosmos evolved.

Now, using NASA's?Spitzer Space Telescope, astronomers have viewed a sufficiently large enough patch of sky to help shed light on this infrared glow. The researchers found that neither primordial galaxies nor faint dwarf galaxies could explain fluctuations in this excess radiation seen across space.

"We have made new measurements of the glow and found it to be brighter in intensity by several orders of magnitude than the first galaxies," study lead author Asantha Cooray, a cosmologist at the University of California, Irvine, told SPACE.com.

Instead, the researchers suggest wandering stars in the gargantuan spherical halos of dark matter enveloping their home galaxies might be responsible for this mysterious light. Physicists think invisible, as-yet-unidentified dark matter makes up about 85 percent of all matter in the universe.

"These diffuse stripped halo stars explain the missing infrared glow," Cooray said.

These stars were likely torn from the main bodies of their galaxies during?epic collisions with other galaxies. They may have also been stripped away from their original homes by other galaxies pulling at them with their gravity, just as the moon's gravity tugs at Earth's oceans to generate tides. [Photos of Great Galaxy Crashes]

"For a typical Milky Way-sized galaxy, the intensity of light coming from these halo stars is about 1 percent of the total light from that galaxy," Cooray said. "That fraction grows rapidly, to as high as 20 percent, in denser galaxy environments like galaxy groups and clusters, as collisions and tidal stripping are more frequent in dense regions of the universe."

Mostly, these stars were only exiled to the most distant outskirts of their home galaxies instead of getting hurled out into intergalactic space, trapped as they were by the gravitational pull of the dark matter halos surrounding their galaxies. Galaxies exist in dark matter halos that are much larger than the galaxies; when galaxies merge together, stars and gas sink to the middle of the resulting combined halo.

"If I sum all of the galaxies out to about a billion years?since the Big Bang from today, the stripped diffuse stars contribute about 10 percent of the total infrared light intensity seen by Spitzer ? the rest is the light from galaxies," Cooray said. "The previous explanation attributed that 10 percent of unexplained intensity to primordial galaxies and stars, but the most recent estimates by a variety of authors, not just my group, are that the primordial galaxies contribute at most 0.5 percent."

Future research can see whether data from other telescopes and experiments will confirm the research team's model.

"These halo stars, while bright in the infrared, should also emit visible optical light," Cooray said. As such, the Hubble Space Telescope should be able to see these stars as well, he explained.

The scientists detailed their findings in the Oct. 25 issue of the journal Nature.

Cyprus "very close" to deal with troika: finmin in paper

(Reuters) - Cyprus is close to an agreement on financial aid from international creditors, with only a few issues outstanding, its finance minister said in an interview.

Finance Minister Vassos Shiarly, in talks with a collective of lenders from the International Monetary Fund, the European Union and the European Central Bank, known as the Troika, told the Cyprus edition of Kathimerini newspaper there were "four or five" issues pending, which concerned matters of principle.

"We are very close. We believe the differences which remain with the Troika can be bridged ... there are a small number of issues to clarify, but the largest part of our differences have already been clarified," Shiarly told the paper in an interview for Kathimerini's Sunday edition, made available to Reuters.

He declined to specify what those disagreements were.

Cyprus sought financial aid from its EU partners and the IMF in June when a write-down of Greek debt sparked substantial losses at its two largest commercial banks.

Its financial sector's exposure to Greece and fiscal slippage shut Cyprus out of capital markets 18 months ago.

The island, one of the smallest in the euro zone, has said it is keen on a deal with creditors by next month, hoping to have an agreement ready by a euro zone ministers' meeting on November 12 in Brussels.

There is mounting speculation that without a deal Cyprus could face a cash crunch by the end of the year.

"It is exceptionally important to have something in place by Nov 12," Shiarly said. "Otherwise, things will get more difficult and we will have to then try even harder to handle the period which will follow."

Last week Cyprus presented its own austerity program to lenders, envisaging savings of up to 3.9 billion euros until 2016.

Cypriots have proposed staggered wage cuts in the public sector ranging from 6.5 to 12.5 percent and resisted calls for changes to wage indexation, or selling off profitable state-owned assets.

The troika has called for an across-the-board wage cut of 15 percent.

Cypriot banks suffered a loss of some 4.0 billion euros from Greece's debt writedown, a figure which represents 25 percent of the island's 17 billion gross domestic product.

Its total bailout needs are still unclear, though they are anticipated to exceed 10 billion euros, or about 60 percent of its GDP. That figure would include a bailout for banks, and for the island's fiscal requirements.

Asked whether Cyprus could conceivably require further action from the troika in the future, Shiarly said: "The impression we have is that the memorandum we will sign with the troika will be adequate to resolve Cyprus's problem.

"There will naturally be a review of progress every three months, but it is not anticipated that a second memorandum will be required."
